Dear High Representative,

In response to Israeli authorities’ violations of international humanitarian law in Palestine and Lebanon, over 90 human rights and humanitarian organizations and trade unions call on the EU and member states to adopt long-overdue measures, including suspending the EU-Israel Association Agreement, banning trade with illegal Israeli settlements and suspending all transfers and transit of arms to Israel.

To mark Poland’s official withdrawal from the Ottawa Convention or the Anti-Personnel Mine Ban Treaty, Julia Głębocka, Human rights researcher for Amnesty International Poland, reflects on what the return of these indiscriminate weapons means for human rights in Europe.

Ahead of the Foreign Affairs Council on 23 February 2026, Amnesty International addressed the following letter to High Representative Kaja Kallas and EU Ministers of Foreign Affairs, urging them to centre Palestinians’ human rights and international law in the meeting and their engagement with the Board of Peace.

On 15 July, EU Ministers of Foreign Affairs will meet at the Foreign Affairs Council to decide whether to suspend the EU-Israel Association Agreement, or take any other measures to bring an end to Israel’s violations of international law against Palestinians and ensure that the EU and its member states do not contribute to these grave violations. Ahead of the meeting, Amnesty International sent the following public letter to High Representative Kaja Kallas and EU Ministers of Foreign Affairs.

Amnesty International has provided a submission to the European Commission’s consultation on the EU Anti-Torture Regulation – amendment to Annexes II and III.

Ahead of the EU foreign ministers meeting in Brussels on 29 August 2024, Amnesty International wrote to High Representative / Vice President Josep Borrell Fontelles and EU Foreign Ministers, calling on them to ensure that the Advisory Opinion of the International Court of Justice (ICJ) of 19 July 2024 is translated into effective policies to bring Israel’s violations of international law to an end.

One year on from the start of the conflict in Sudan on 15 April 2023, and as the Foreign Affairs Council meets on Sudan on 22 April 2024, Amnesty International and 10 other NGOs call on the European Union (EU) and its member states to take urgent, strategic and concrete steps to respond to the massive cost on civilians of the dramatic human rights and humanitarian crisis in the country and prevent further violations.

Reacting to the European Council’s decision to call for a sustainable ceasefire in Gaza, Amnesty International’s Head of the European Institutions Office, Eve Geddie said:
