EU-Ukraine Summit – Open letter to the EU Presidency

On the day of the EU-Ukraine Summit in Brussels, Amnesty International has released an Open Letter to the UK Presidency of the EU, concerning the on-going reports of torture and ill-treatment in Ukraine, as documented in the report “Ukraine, Time for Action: Torture and Ill Treatment in Police Detention”.

Amnesty International’s findings conclude that law enforcement officers continue to extract confessions through force, sometimes resorting to torture. The officers who are under investigation for this treatment are rarely suspended and the victims rarely receive compensation.

Therefore, Amnesty International calls upon the Presidency of the EU to use this opportunity to urge the Ukrainian authorities to:

  • ratify the Optional Protocol to the Convention Against Torture;
  • ensure that all allegations of torture and ill-treatment are subject to impartial investigations;
  • ensure that a lawyer is present during the investigations.
