The original report was released in the lead-up to the last EU-China summit (see People's Republic of China: Human Rights Defenders at Risk, December 2004). The update to the report cites information of arrests dating as late as the end of February this year.

09/12/2004The objective of the instrument described in the Green Paper is to ‘reinforce the right to liberty and the presumption of innocence in the European Union as a whole… and would decrease unequal treatment of non-resident suspected persons’ .
